Why is it difficult for Spanish speakers to learn English?

I have known people who were here for more than a decade , but doesn’t know how to sya one sentence in the English language.There was this one time that a woman told me that I have to learn spanish so that I can understand her.( am I the only one who finds this bizzare?).Why is it difficult?Im not trying to offend anyone, but Im just wondering.
THERE ARE WORDS IN FRENCH THAT CANNOT BE TRANSLATED INTO ENGLISH…THAT DIDN’T KEEP ME FROM BEINF FLUENT IN ENGLISH…( THIS IS FOR THE PERSON WHO MADE A COMMENTABOUT THE TRANSLATION OF WORDS/SENTENCES)

WHAT ABOUT THE GREAT PERCENTAGE OF PEOPLE WHO DO NOT SPEAK SLANG??? HOW DID THEY DO IT???

It is not difficult to learn English, the person you are referencing is probably not making the effort. I had to learn English when I came here. It only took a few months and learned enough to get by.
The is non translateable words like if you say the governor didnt come to cerritos the cat fat cat fat in spanish it would say the word order and everything like if you say the cat in spanish it would say the word.
